Resources for the Educational Bill of Rights
Scholarships, Grants and Loans
for Pursuing a Teaching Credential

The process of acquiring a California teaching credential can be expensive, though there are funds available from a variety of sources available for prospective teachers. The following is just a sample of such aid.

Grants and Fellowships for Teacher Education:

Governor's Teaching Fellowship Program (GTF):
This component of Governor Davis' education program provides 1000 one-time fellowships of $20,000 to help pay for education and living expenses while the students are enrolled in post-baccalaureate study at a California State University, a University of California, or an independent college/university teacher preparation program. In return, recipients must teach in a low-performing school in California for four consecutive years.

Cal Grant T:
These awards are offered for one academic year only and are awarded for students attending a teacher education program at least half time. The award amounts are based on tuition costs. For each $2,000 received, the teacher must devote one year to teaching in a California low-performing school.

Loan Forgiveness Programs:

Assumption Program of Loans for Education (APLE):
This is an incentive program designed for students, district interns, and out-of-state teachers to address the problem of a critical teacher shortage in a particular subject matter or in a hard-to-staff school. Teachers can receive up to $19,000 towards their educational loans in return for four years of teaching in qualified subject-matter fields or in qualified schools.

Forgiveness of subsidized Stafford Loans:
After five years of teaching, the government will assume up to $5000 for any borrower who has been empoyed as a full-time teacher for five consecutive and complete school years.

Financial Incentives for Teaching:

Income Tax Credit for Teachers (pdf):
This law allows teachers a California state income tax credit of $250 - $1,500 for fully credentialed teachers, depending on their length of service.

National Board-Certified Teachers:
This one-time incentive provides $10,000 to a California teacher who has received their National Board certification. Additionally, if the teacher agrees to work for four years in a low-performing school, defined as the lower half according to the Academic Performance Index, he/she will be awarded another $20,000.

Teacher Grants and Scholarships for International Activities:
These grants provide opportunties for teachers to attend fully-funded study visit to Japan or Spain.

LA County Community Development Commission: Teachers Home Mortgage Program:
This program provides homeownership opportunities to first-time teacher homebuyers in Los Angeles and Orange counties.

HUD Teacher-Next-Door (pdf):
This program allows teachers to buy homes for 50% off of the list price in HUD-designated revitalized neighborhoods. Homes must be located in the district the teacher is employed.
